Gather the 10-12 dried spur chiles and break off the stems. Shake out and discard the seeds. Place the chiles on a foil-lined baking sheet along with 5-6 cloves garlic (unpeeled, large) and 4-5 shallot (quartered, large). Broil on high until charred, turning halfway through, about 5 minutes. Let cool, then peel the garlic.
